Kenya Mini-Grid Restoration: KSh600m Allocated to Reconnect Six Counties

Kenya has allocated KSh600 million to restore 13 mini-grids that have remained non-functional for years. The Kenya mini grid restoration plan will directly benefit six counties: Mandera, Samburu, Wajir, Turkana, Marsabit, and Lamu. With this move, thousands of residents in underserved areas will finally regain access to electricity. The project shows the government’s determination to close rural energy gaps.

The Public Investments Committee on Commercial Affairs and Energy pushed for this action after years of delay. At a recent energy roundtable, leaders from the National Treasury, Energy Ministry, EPRA, KPLC, REREC, and KETRACO met to design practical solutions. Their joint effort highlighted both the urgency of rural electrification and the need to rebuild public trust in energy infrastructure.

REREC will now manage the mini-grids and replace faulty systems. The agency also plans a two-year battery replacement programme estimated at KSh5.2 billion. Officials believe this investment will strengthen renewable energy systems and deliver stable power to communities that need it most.

Parliament, however, questioned the Treasury’s proposal to reallocate KSh1 billion from public utilities to settle electrification debt. Lawmakers insisted that electricity must remain a basic social need, just like healthcare, education, and security. They warned against assessing energy projects only on commercial terms, since reliable power directly drives development.

To solve funding challenges, lawmakers suggested alternatives such as modest levies on diesel or fuel. These measures could create steady financing without weakening essential services. Committee chair David Pkosing emphasised the urgency of restoring the 13 mini-grids and confirmed that REREC’s programme has a clear timeline for execution. The Kenya mini grid restoration effort marks a decisive step toward reducing inequality and driving growth in rural areas.
