Syria, ACWA Power Partner on Renewable Energy Projects

  • The Syrian Ministry of Energy and ACWA Power signed a Joint Development Agreement to explore a 1 GW solar, 1.5 GW wind, and a grid-scale storage project.
  • The partnership will modernise Syria’s grid and build local workforce capacity.

The Ministry of Energy of the Syrian Arab Republic and ACWA Power, a global leader in renewable energy and water desalination, have signed a Joint Development Agreement (JDA) to explore the development of around 2.5 GW of solar and wind projects, supported by energy storage solutions and a proposed national technical training centre.

Meanwhile, officials signed the agreement with Minister of Energy H.E. Eng at the Ministry’s headquarters. Mohammad Al-Bashir, ACWA Power Founder and Chairman, Mohammad Abunayyan, and representatives from the Saudi Ministry of Energy are in attendance.

Under the deal, ACWA Power and the Ministry will conduct technical and commercial studies on Syria’s power plants and national grid infrastructure. The partners will also identify sites for 1 GW solar photovoltaic (PV) capacity and 1.5 GW wind capacity, alongside grid-scale storage to boost reliability and flexibility.

The collaboration also covers a feasibility study for a national training centre that will prepare professional technicians to support renewable energy projects through construction, operation, and maintenance phases.

Furthermore, Dr. Moayad Samman, ACWA Power’s Country General Manager in Syria, said the agreement charts a clear pathway to deliver reliable, cost-competitive, and integrated renewable energy solutions. “We will prioritise rehabilitation where it makes sense, deploy new solar and wind capacity where it adds value, and invest in people through a dedicated training centre so that local talent drives every stage of delivery,” he said.

Ministry Spokesperson Ahmad Al-Sulayman said the partnership reflects Syria’s vision to expand renewable energy and strengthen infrastructure in line with global energy transition trends. “Our cooperation with ACWA Power represents a major step toward securing Syria’s energy future with projects that combine solar, wind, and storage capacity of up to 2.5 GW,” he noted. “Equally important, the proposed training centre will prepare skilled Syrian professionals to lead the sector’s development.”

The agreement marks a milestone in Syria’s push to diversify energy sources, modernise infrastructure, and build local capacity by leveraging international expertise to meet future power demand.
