China plans to establish 100 zero-carbon industrial parks under its 15th Five-Year Plan (2026–2030). Zheng Shanjie, head of the National Development and Reform Commission (NDRC), announced the initiative at a news conference in Beijing. He said the plan will accelerate China’s transition towards a low-carbon and sustainable economy.
The project supports the country’s 2035 Nationally Determined Contributions, announced at the United Nations Climate Change Summit. These goals strengthen China’s commitment to climate action and clean energy growth. Zheng emphasised that the government aims to balance industrial development with strong environmental protection.
The new plan focuses on a dual-control system for carbon management. It will control both total emissions and emission intensity. The government also plans to enforce a robust regulatory framework to ensure full industry compliance.
China will accelerate efforts to build a modern energy system. By 2030, most of the country’s new energy demand will come from clean energy sources. Solar, wind, and hydrogen power will play central roles in reducing reliance on fossil fuels.
Zheng said China’s green industries are worth about 11 trillion yuan (£1.2 trillion). He expects this figure to double within five years as investment in sustainable projects increases. Creating 100 zero-carbon industrial parks in China will open new opportunities for innovation, job creation, and global cooperation.
