Norway has announced significant emergency funding to reinforce Ukraine’s energy sector in 2026. Norway’s support for Ukraine’s energy includes 340 million euros, equivalent to about $400 million. From the outset, the pledge underscores the Nordic countries’ sustained commitment to Ukraine’s resilience. It also signals continued focus on protecting essential services during wartime.
Russian attacks have repeatedly targeted Ukraine’s energy infrastructure. In recent months, these strikes have intensified during severe winter conditions. Consequently, pressure on electricity and heating networks has increased sharply. Therefore, emergency assistance has become critical for national stability.
Norwegian authorities confirmed that the funding forms part of a broader aid framework. Late last year, parliament approved 85 billion Norwegian crowns for Ukraine. Of this amount, 70 billion crowns support military needs. Meanwhile, 15 billion crowns are allocated to civilian and humanitarian priorities.
Within the civilian package, energy security received a substantial allocation. Lawmakers earmarked 4.8 billion crowns for energy supply protection. Additionally, 4 billion crowns were allocated for budget support and reconstruction. A further 3.5 billion crowns was earmarked to support humanitarian relief efforts.
Moreover, Norway allocated additional resources for governance reform and business development. Support also extends to civil society institutions and regional stability. As part of this approach, Norway included funding assistance for Moldova. This broader framework, therefore, reflects strategic regional engagement.
