- CINEA has launched the sixth and final call for projects seeking Cross-Border Renewable Energy (CB RES) status under the current EU funding framework.
- Successful projects will gain access to Connecting Europe Facility (CEF) Energy funding and stronger support from EU member states.
The European Climate, Infrastructure and Environment Executive Agency (CINEA) has launched a new call for renewable energy projects. The agency is seeking Cross-Border Renewable Energy (CB RES) status under the European Union’s current 2021–2027 Multiannual Financial Framework.
The latest call marks the sixth since the European Union introduced the CB RES scheme in 2021. It represents the final opportunity for projects to secure the designation under the current funding cycle.
CINEA created the CB RES initiative to support renewable energy projects that involve cooperation between two or more EU member states or between EU member states and non-EU countries.
Projects that obtain CB RES status can apply for funding for studies and construction through the Connecting Europe Facility (CEF) Energy Programme. In addition, the designation increases project visibility across the European Union. It also strengthens support from member states and boosts investor confidence.
According to CINEA, eligible projects must include a renewable energy generation installation such as solar, onshore wind, offshore wind, geothermal energy or hybrid renewable energy systems. Developers may also incorporate grid connections, energy storage facilities and other supporting infrastructure into their proposals.
Furthermore, the programme welcomes projects beyond the electricity sector. Developers can submit proposals covering heating and cooling, power-to-gas, energy storage and transport applications. On the condition that they promote cross-border renewable energy cooperation.
CINEA also requires developers working with potentially vulnerable technologies and components. These includes inverters and internet-connected management systems, to implement appropriate risk mitigation measures. The agency noted that future financing calls under the CEF Energy Programme may include additional conditions for such technologies.
Interested developers can submit applications through the dedicated CB RES submission platform until October 6.
Moreover, projects that receive CB RES status through this call may qualify for the final Connecting Europe Facility Energy funding call for studies and construction works, which the European Union expects to launch in 2027.
The European Union continues to expand cross-border renewable energy collaboration through several financing mechanisms. In August 2025, CINEA increased the number of accredited CB RES projects to 13 by approving five additional projects.
Separately, the EU launched its first cross-border solar tender under the Renewable Energy Financing Mechanism in April 2023. Through that initiative, CINEA signed grant agreements with seven solar projects in Finland. It has a combined capacity of 212.99 MW using financing provided by Luxembourg. The first project under the programme entered operation in April.
Subsequently, the European Union launched a second cross-border solar tender in July 2024 and announced a third round in March, reinforcing its commitment to accelerating renewable energy deployment across member states.
