NIGERIA: The Second Phase of the NMMP to Commence in 2022

  • Phase 1 of the NMMP to commence in Q1 2022
  • 980,000 customers metered in the initial phase
  • NERC sets up a Project Implementation Unit for the second phase

In an interactive session with journalists in Lagos, the Chairman of the Nigerian Electricity Regulatory Commission (NERC), Sanusi Garba, announced that the second phase of the National Mass Metering Programme (NMMP), will commence in the first quarter of 2022. The Federal Government set up the NMMP to improve consumer metering.

In the initial phase of the NMMP, about 980,000 meters were installed for electricity consumers across the country. For the next phase, 4 million meters will be installed. In addition, the Commission has set up a Project Implementation Unit to monitor the next phase of the NMMP.

”For phase one which is four million meters, a Project Implementation Unit has been established. That unit is going to do the competitive procurement by the local meter manufacturers to supply the meters.” Sanusi Garba said.

Garba further noted that the NMMP would run concurrently with the Meter Asset Provider (MAP) scheme due to existing agreements between the MAPs and the Distribution Companies (DisCos).

”We now decided that the MAP should run concurrently with the NMMP with a very clear structure. The reason we have asked MAP to continue is because the metering gap is so big and it will take two to three years to close the metering gap,” he said.
