German Government to Increase Solar and Wind Projects

  • EEG-Easter package share of gross power consumption to 80% by 2030

The German cabinet has approved the so-called EEG-Easter package of provisions, which sets more ambitions and establishes the legal framework for increasing renewables’ share of gross power consumption to 80% by 2030. The over 500-page study proposes methods to increase the number of wind and solar tenders, open up additional locations for solar plants and wind turbines, remove roadblocks, and speed up project approval.

Germany will increase the tender volume for onshore wind to 10GW per year by 2030, up from 4GW in 2022, to meet the climate targets. By 2030, Germany projects to have installed 115GW of onshore capacity. In addition, solar power to be auctioned by the Federal Network Agency is planned to grow to 22GW per year so that the total solar output in the country reaches 215GW by the end of the decade.

Offshore wind capacity will reach 30GW in 2030 and 70GW in 2045. In addition, the new legislation further improves the framework for rooftop photovoltaic (PV) plants by introducing a package of measures, including a subsidy of up to EUR 0.138 (USD 0.151) per kWh for non-self-consumption installations.

According to Economic Minister Robert Habeck, the Easter package will speed the spread of renewable energy, nearly doubling its percentage of gross electricity consumption in less than a decade. Moreover, the adjustments will put the conditions for Germany’s energy security and independence and lay the groundwork for the country’s climate neutrality.
