Europe worries about US green subsidies luring away its producers. Lawmakers will negotiate the final details of the Net-Zero Industry Act on Tuesday. The act aims to expedite permit approvals within 18 months. It also mandates considering environmental criteria in public tenders.

There is a 65% cap on supply from a single source. Discussions will focus on defining clean tech, including nuclear power, and the strictness of non-price criteria in tenders.
