China Completes 240 MW Wind Power Plant in Azerbaijan

  • PowerChina Huadong commissioned the 240 MW Khizi-Absheron wind farm in Azerbaijan, supplying clean power to over 300,000 homes.
  • The project cut gas use and emissions while boosting local jobs and strengthening ACWA Power–China renewable cooperation.

PowerChina Huadong Engineering Corporation (HDEC) and local partners have completed the 240-megawatt Khizi-Absheron Wind Power Plant in eastern Azerbaijan. The project features 37 turbines rated at 6.5MW each and occupies nearly 37 hectares of ridge terrain northwest of Baku.

Azerbaijani President Ilham Aliyev called the project a milestone for the national energy sector. Azerbaijan targets renewable energy to account for 30 percent of installed power capacity by 2030.

The plant will generate around 1 billion kilowatt-hours of electricity per year. That amount of output can supply more than 300,000 households and offset over 400,000 tonnes of carbon dioxide emissions each year. The project will also save roughly 220 million cubic metres of natural gas for other uses.

Local engineers worked alongside Chinese specialists during construction. Workers drilled and installed foundations, erected 100-metre turbine towers and installed blades measuring 84 metres. Wind speeds on the site average more than 9 metres per second.

HDEC commissioned the project in late December 2025. Construction began after groundbreaking in March 2024. Saudi Arabia’s ACWA Power developed the project and partnered with HDEC as the main contractor.

Project delivery required a combined land-and-sea logistics plan. HDEC routed cargo through Horgos in Xinjiang and across Central Asia to the Caspian Sea. A second route shipped components from Yangzhou to Turkey and then transported them through Georgia into Azerbaijan. The project team navigated floods, snow and high winds during transport.

The project created more than 200 local jobs during construction. Workers also benefited from new mountain roads built for equipment transport. These roads now allow easier delivery of food and other supplies to nearby communities.

PowerChina provided community support by donating water pipes, school bags and essential goods. Local officials described the cooperation between ACWA Power, Chinese companies and Azerbaijani stakeholders as constructive and solutions-driven.

ACWA Power said it views China as a strategic partner in renewable energy and intends to expand collaboration in wind, solar and green hydrogen projects.
