CIP Delivers First Power at Zhong Neng Offshore Wind in Taiwan

  • Zhong Neng, a 300 MW offshore wind project off the coast of Changhua County in Taiwan, has delivered its first power.

Zhong Neng, a 300 MW offshore wind project off the coast of Changhua County in Taiwan, has delivered its first power. This marks a significant step towards the project’s on-schedule completion later in 2024.

The Zhong Neng offshore wind farm is a joint venture between Copenhagen Infrastructure Partners (“CIP”), Copenhagen Infrastructure IV (“CI IV”), and China Steel Corporation (“CSC”). The project, which has achieved a significant milestone with the delivery of the first power, is funded by Copenhagen Infrastructure IV.

Also, the Zhong Neng project received local content plan approval from the Taiwan government in November 2019. It is the only second wind farm in Taiwan’s offshore wind history to fulfil the highest localisation requirements. The first was the recently inaugurated CIP-owned Changfang-Xidao offshore wind farm.

The first turbine in Zhong Neng was installed in May 2024, and a third of the wind turbines are now installed. All offshore installation work is expected to be completed in the third quarter of 2024, followed by a full grid connection by year-end. Once fully operational, Zhong Neng will provide clean energy to approximately 300,000 households in Taiwan.

The successful delivery of the first power demonstrates our joint project execution capabilities.”  He added, “Zhong Neng achieving first power and last month’s inauguration of Changfang-Xidao are significant contributions to Taiwan’s energy transition.”

However, Zhong Neng Chairman Wang Shyi-chin said, “The concerted efforts of shareholders CSC and CIP, the Zhong Neng team, and our supplier and contractor partners have ensured that all foundations were fabricated and installed – and that the electrical facility was completed earlier this year. These achievements have paved the way towards successful turbine installation and power generation, and offshore construction has progressed smoothly since the first turbine installation was announced in May,”

 “We are committed to achieving full grid connection of the Zhong Neng project on schedule this year, which is not only our responsibility to our partners but also our commitment to Taiwan’s energy transition.”

Since entering Taiwan in 2017, CIP has been committed to offshore wind and has invested significantly in developing Taiwan’s offshore wind projects and supply networks and fostering a strong industry ecosystem. CIP and other partners currently have three offshore wind projects in Taiwan with a combined capacity of approximately 1,400 MW: Changfang-Xidao (600 MW), Zhongneng (300 MW), and Fengmiao (500 MW).
