ERC Approves Terra Solar’s Transmission Project in Philippines

The Energy Regulatory Commission (ERC) on Wednesday, October 8, approved Terra Solar Philippines Inc.’s (TSPI) application to develop and own dedicated transmission facilities for the ₱200-billion MTerra Solar Project. This project will become the Philippines’ largest solar and battery energy storage installation.

Meanwhile, the Commission authorised TSPI to construct point-to-point interconnection facilities connecting the 3,500-megawatt solar and 4,500-megawatt-hour battery energy storage system in Nueva Ecija and Bulacan to the Luzon grid through the Nagsaag–San Jose 500-kilovolt transmission line and the planned San Isidro 500-kV substation.

In addition, ERC valued the interconnection facilities at about ₱14.25 billion and imposed a permit fee of ₱106.86 million, calculated based on project cost. Inspectors reported that construction was about 90% complete as of September 2025.

The regulator, however, denied TSPI’s request to operate and maintain the facilities, assigning that responsibility to the National Grid Corporation of the Philippines (NGCP) under standard grid charges.

TSPI, a wholly owned SP New Energy Corp. (SPNEC) subsidiary under the Meralco group’s MGEN Renewable Energy Inc., is leading the massive project. Phase 1 will begin commercial operations on February 26, 2026, while Phase 2 will follow a year later.

Once fully operational, MTerra will deliver up to 850 MW of baseload solar power to Meralco under an existing power supply agreement. ERC ordered Terra Solar to pay the permit fee, submit a compliance report, and finalise an operations and maintenance agreement with NGCP.

The project has attracted about USD 600 million in foreign investment and continues to advance site development, reinforcing the country’s shift toward renewable and sustainable energy infrastructure.
