Morocco Features in EBRD’s 2025-2029 Strategy to Strengthen Climate Resilience

Morocco is a key focus of the European Bank for Reconstruction and Development’s (EBRD) 2025-2029 infrastructure strategy, addressing critical challenges in water management, energy transition, and infrastructure modernisation.

In 2023, 56 per cent of the EBRD’s portfolio in Morocco was allocated to sustainable infrastructure, underlining the country’s strategic importance.

The EBRD’s strategy revolves around three priorities: improving connectivity, enhancing resilience, and accelerating the climate transition.

This includes modernising transport and communication networks, strengthening infrastructure against crises, and reducing CO₂ emissions in sectors like transport, energy, and agriculture. With a projected $8.3 trillion global infrastructure investment gap by 2040, the EBRD aims to bridge this through integrated projects across key sectors.

In Morocco, key initiatives include a €300 million loan to modernise public enterprises—ONDA (airports), ADM (highways), and ONEE (electricity and water)—to enhance resilience and tackle climate impacts. A €150 million investment in drip irrigation for the Saïss Plain promotes sustainable water use while boosting agricultural productivity.

EBRD also supports water security projects, including a €200 million loan to OCP Group for desalination facilities. In addition, projects like the €12 million loan for water and wastewater improvements in Guelmim-Oued Noun and a €65 million investment in port modernisation in Casablanca and Jorf Lasfar demonstrate the EBRD’s commitment to green infrastructure.
