Morocco Has Potential to Emerge as Regional Leader in High-Quality Carbon Credits – Minister

Morocco’s Minister of Energy Transition and Sustainable Development, Leila Benali, have said that Morocco has a clear opportunity to establish itself as a regional hub for generating high-quality carbon credits.

Speaking at the “Scaling up Carbon Market in Africa” conference in Casablanca, Benali said the country is well-positioned to offer carbon credits with strong environmental and social co-benefits, underpinned by significant renewable energy investments and infrastructure.

She stressed the importance of building a credible market by harmonising regulations, strengthening governance and transparency, and mobilising large-scale climate financing. Carbon markets, she said, should serve not only economic goals but also political and social objectives.

Benali also framed Morocco’s climate strategy as a proactive, values-driven choice—not merely a response to international pressures—highlighting the country’s long-term commitment to energy transition and competitiveness.

She added that the EU’s Carbon Border Adjustment Mechanism (CBAM) is now seen as an opportunity rather than a constraint.

The conference, organised by Casablanca Finance City Authority (CFCA), CDG Group, and Germany’s GIZ, focused on scaling carbon markets in Africa and positioning Casablanca as a key platform for climate finance and emissions trading.
