Morocco Launches 305MW Noor Atlas Solar Programme

  • Morocco has signed power purchase agreements and begun construction on the 305MW Noor Atlas solar programme.

Morocco has reached a major milestone in its clean energy transition with the signing of Power Purchase Agreements (PPAs) and the start of construction for the Noor Atlas photovoltaic solar programme.

The initiative will deliver 305 megawatts of solar power from six plants across the country. Authorities expect the facilities to begin supplying electricity to the national grid by July 2027.

The Moroccan Agency for Sustainable Energy (Masen) and the National Office of Electricity and Drinking Water (ONEE) jointly announced the development. Both organisations are implementing the programme to expand renewable energy generation and strengthen the national power system.

Under an Engineering, Procurement, and Construction (EPC) model, Masen will oversee the development, financing, construction, and long-term operation of the solar facilities.

The solar plants will be built in six provinces namely, Jerada, Errachidia, Figuig, Boulemane, Tata, and Tan-Tan. This geographic spread will increase renewable electricity supply while improving power reliability in regions that previously faced grid constraints.

The Noor Atlas programme will contribute significantly to Morocco’s clean energy mix. The project will increase renewable electricity generation, reduce greenhouse gas emissions, and diversify the country’s energy sources.

The initiative also supports Morocco’s national strategy to accelerate its energy transition and expand renewable capacity.

The project uses a blended financing structure that combines international development funding and private investment. Key financial partners include KfW, Germany’s development bank, and the European Investment Bank, which are providing concessional financing.

In addition, Bank of Africa is providing commercial financing to support the project. This combination of development finance and private capital has helped Morocco scale renewable energy projects while maintaining competitive financing conditions.

Consortiums of Moroccan and European companies will build the solar plants. The structure aims to promote technology transfer and strengthen local supply chains. Authorities expect the construction phase to create new jobs. It will also support industrial development in the renewable energy sector.

The Noor Atlas programme will expand Morocco’s renewable portfolio. It will also reinforce the country’s position as one of Africa’s leading clean energy markets. Officials say the project highlights the complementary roles of Masen and ONEE in planning and integrating renewable power into the national grid.

The programme will strengthen Morocco’s renewable capacity. It will also support energy security and sustainable economic growth.
