Carlos Zacarias, Mozambique’s go-to man for international players interested in the country’s upstream sector for nearly two decades, has been named the country’s new Minister of Mineral Resources and Energy.
Zacarias succeeds Max Tonela, appointed Minister of Finance after Adriano Maleiane; now Prime Minister held the position for seven years. Maleiane’s promotion came at the expense of former Prime Minister Carlos do Rosario, who was fired along with five other Cabinet members by President Filipe Nyusi last week.
Zacarias was the head of INP, Mozambique’s upstream regulator, where he had held increasing levels of responsibility since the organization’s inception in 2005. Nyusi complimented Zacarias and urged him to complete key energy projects such as a national electrification plan, the commissioning of the Temane thermal power plant, improving the national grid’s reliability, and implementing the government’s energy transition strategy.
