New Zealand Ends Ardern-era Ban on Oil, Gas Exploration

  • New Zealand’s parliament lifted the offshore oil and gas exploration ban, allowing permit applications beyond Taranaki from September.
  • The Luxon government defended the move as vital for energy security, while critics warned it undermines climate goals.

New Zealand’s parliament on Thursday voted to lift a ban on offshore oil and gas exploration, reversing a key climate-era policy introduced by former Prime Minister Jacinda Ardern in 2018.

The new law, backed by Prime Minister Christopher Luxon’s conservative government, passed by 68 votes to 54. Starting in September, companies can apply for petroleum exploration permits beyond the onshore Taranaki Basin.

Resources Minister Shane Jones said the move restores investor confidence and addresses rising domestic energy concerns. “This government is pragmatic about the vital role natural gas will play in our energy mix in the decades ahead,” he said. “We have set a course for greater energy security backed by our indigenous reserves.”

The decision marks a sharp pivot from the previous Labour-led administration, which halted new offshore permits as part of a broader effort to combat climate change and shift toward renewables.

Environmental groups condemned the reversal, calling it a blow to New Zealand’s climate commitments. “This government keeps choosing to undermine our resilience rather than transition to clean, green energy,” said Green Party climate spokesperson Chloe Swarbrick.

Since taking office in late 2023, Luxon’s coalition has dismantled several key climate and environmental policies. In addition to repealing the offshore exploration ban, the government has scrapped rebates for low-emission vehicles and accelerated approvals for mining projects.

Critics argue the policy shift risks derailing progress on renewable energy and emissions reduction. However, the government maintains that securing domestic gas supplies is essential for long-term energy stability and affordability.

Permit applications under the new law are expected to open within weeks, signalling a fresh chapter for New Zealand’s resource sector.
