NMMP Metering Targets Missed

  • The NMMP was inaugurated in October 2020
  • 1 million meters targeted in the 1st phase of the program
  • Data from NERC show less than 20,000 meters installed

According to a recent analysis from the Nigerian Electricity Regulatory Commission (NERC) the National Mass Metering Program (NMMP) has failed to reach its metering targets in the first phase of the project. Recall that the NMMP was inaugurated by the Minister of Power, Sale Mamman in 2020. The program targeted the installation of 1 million meters for consumers across all the Distribution Companies (DisCos). The installations kicked off in October 2020.

The data obtained from NERC shows that as of November 2020, of the total 1,000,001 contracted under the NMMP, only 16,308 meters were deployed representing less than 2% of the projected installations in the first phase. The data also shows that four out of the eleven DisCos were yet to begin meter installations. The DisCos, Enugu, Yola, Ibadan and Benin as at the time of the report, had not begun the installations.

In contrast to the NMMP, under the Meter Asset Provider (MAP) regulation, a total of 508,812 were installed between the period of January 2019 and November 2020. The total meters contracted under the MAP were a total of 6,588,971.
