Energy regulator, Ofgem, is set to modify existing licenses to support the introduction of the Electricity System Restoration Standard (ESRS). The Department for Business, Energy and Industrial Strategy (BEIS) had in April, issued a policy statement on the need for strengthening the regulatory framework by introducing a legally binding target for the restoration of electricity supplies in the event of a National Electricity Transmission System failure.
As part of the National Grid ESO agenda, eight contracts were awarded in May for Electricity System Restoration Services in approach to Black Start services. The license modifications will ease the introduction of the ESRS and will take effect from 19 October 2021. The proposed deadline for compliance is set for 31st December 2026.
