Oman Pushes Net-Zero Goals with Dutch Partnership

Oman-based Five Elements Environmental Services has partnered strategically with Dutch consultancy Pondera Consult to support investors in renewable energy and green hydrogen projects across the Sultanate.

The collaboration will deliver advanced technical, engineering, environmental, social, and climate risk assessments and critical inputs for developers during feasibility, pre-bid, and post-bid phases. The goal is to align projects with Oman’s long-term clean energy strategy and Net Zero 2050 commitment.

The partnership builds on His Majesty Sultan Haitham bin Tarik’s landmark visit to the Netherlands in April, strengthening bilateral cooperation in renewable energy and sustainable infrastructure.

Pondera Consult, part of the global engineering and project management group Haskoning, specialises in wind, solar, green hydrogen, and battery storage. Its expertise includes wind resource assessments, farm layout optimisation, and addressing efficiency challenges such as wake effects and grid integration.

Muscat-based Five Elements brings deep knowledge of Oman’s environmental and social landscape, addressing biodiversity sensitivity, traditional land use, and community engagement. Its assessments meet international lender safeguards, including IFC Performance Standards PS1, PS5, and PS6.

“This collaboration is about combining in-depth knowledge of Oman with international technical expertise,” said Kris Vallancey, Director of Five Elements. “As Oman advances its green hydrogen and renewable energy agenda, it is vital that safeguards are not only met but leveraged to enhance project bankability.”

The partners will support developers in evaluating key considerations such as reduced energy yield from wind farm wake effects, cumulative impacts of multiple projects, and climate risks like flooding. They will also help design projects that achieve regulatory compliance, long-term sustainability, and financial viability.

Both firms hailed the partnership as a milestone in Oman–Netherlands collaboration on clean energy innovation, echoing joint initiatives announced during His Majesty’s state visit earlier this year.
