The South African Minister of Forestry, Fisheries and the Environment has announced a series of transformative actions aimed at accelerating South Africa’s green economy.

Minister George emphasised that these initiatives are designed to protect the environment, stimulate long-term economic growth, and create much-needed jobs, particularly in disadvantaged areas.

The South African Minister of Forestry, Fisheries, and the Environment, Dr Dion George, has announced a series of transformative actions aimed at accelerating South Africa’s green economy, fostering sustainable job creation, and stimulating economic growth. The initiatives will focus on expanding renewable energy, improving energy efficiency, and promoting circular economy practices.

The Department of Forestry, Fisheries and the Environment (DFFE) prioritises large-scale renewable energy projects, including solar, wind, and hydropower developments.

To expedite these projects, the department has streamlined the environmental authorisation processes. Solar and battery storage facilities in areas with low to medium environmental sensitivity are now exempt from requiring environmental authorisation, significantly reducing bureaucratic delays.

The government has identified 11 Renewable Energy Development Zones and five Transmission Corridors to attract investment and facilitate green energy projects. These zones will complete environmental reviews in just 194 days, compared to the traditional 300-day timeline, enabling faster project rollouts.

“These measures will not only contribute to our environmental goals but also create job opportunities in installation, maintenance, and related sectors, particularly targeting underserved communities,” the department stated.

Minister George underscored the importance of energy efficiency across various sectors. The DFFE is implementing energy-saving programmes and introducing technology incentives to help industries reduce energy consumption and lower operational costs.

“Through these programmes, we aim to cut down on energy use, reduce carbon emissions, and ultimately save money for both businesses and consumers,” George said.

In a bid to transition towards a circular economy, the DFFE is making significant investments in waste management initiatives. The circular economy model emphasises reducing waste, reusing and recycling materials, and redesigning products to minimise environmental impact.

Programmes such as the Recycling Enterprise Support Programme (RESP) and e-waste initiatives in Bushbuckridge and Nkomazi municipalities provide environmental and economic benefits. These projects create job opportunities in local communities while addressing the growing problem of electronic waste.

Earlier this month, the government launched two e-waste recycling pilot projects in Mpumalanga. These initiatives allow residents to responsibly dispose of old electronic devices, including cell phones, computers, televisions, and other appliances, promoting environmental sustainability while fostering local economic growth.

A significant upcoming milestone in South Africa’s green economy strategy is the launch of the Green Hydrogen Guideline on February 17, 2025. This guideline aims to streamline the approval process for green hydrogen projects, essential for supporting the country’s energy transition to cleaner alternatives.

Minister George emphasised that these initiatives are designed to protect the environment, stimulate long-term economic growth, and create much-needed jobs, particularly in disadvantaged areas.

“By focusing on the green economy, we’re not just protecting our environment; we’re building a sustainable future filled with meaningful employment opportunities and economic resilience,” he said.

With these strategic actions, South Africa is positioning itself at the forefront of the global green economy movement, ensuring environmental preservation and inclusive economic development for years to come.

Africa could generate between 1.5 and 3.3 million green jobs by 2030, with energy, agriculture, and sustainable mobility leading.

The energy sector, particularly solar, is expected to create 2 million jobs, while agriculture and nature conservation could add 700,000 positions.

Collaboration, workforce development, and $100 billion in annual investment will be crucial for realising the continent’s green job potential.

According to an FSD Africa and Shortlist report, Africa will create millions of green jobs by 2030. The “Forecasting Green Jobs in Africa” report projects that critical sectors like energy, agriculture, and sustainable mobility will generate 1.5 to 3.3 million jobs. These opportunities will address the continent’s youth unemployment crisis and help fight climate change.

The energy sector will lead with 2 million new jobs by 2030. Solar energy alone will produce 1.7 million manufacturing, installation, and maintenance jobs. The electricity transmission and distribution sectors will add another 197,000 jobs. Hydropower and wind energy will expand job opportunities, especially in East and Southern Africa.

Agriculture and nature conservation will create 700,000 green jobs. Climate-smart technologies like drip irrigation and agroforestry will add 377,000 positions. Aquaculture and poultry farming, mainly in West and Central Africa, will contribute 189,000 jobs as protein demand grows. Conservation efforts, including mangrove restoration and park management, will provide 117,000 additional jobs.

Several African countries will emerge as green job hubs. South Africa’s solar industry will generate between 85,000 and 275,000 jobs by 2030. Nigeria will add between 60,000 and 240,000 jobs through agricultural technologies and aquaculture. Kenya will see up to 240,000 jobs in solar and electric mobility sectors. Ethiopia will create 33,000 jobs in hydropower, while the Democratic Republic of Congo will generate 45,000 jobs through projects like the Inga Dam.

Green jobs will require skilled labour. The report emphasises that 60% of green jobs will demand technical expertise. Around 10% of these jobs require a university degree, while 30% need technical certification. The remaining 40% will offer entry-level roles, particularly in sanitation and recycling.

To achieve this transition, Africa will need $100 billion yearly to fund renewable energy infrastructure. Governments must introduce favourable policies and tax incentives to attract private investors and lower project risks.

Collaboration between governments, businesses, and educational institutions will be crucial. Public-private partnerships will help train workers and ensure their skills match industry needs. These efforts will secure Africa’s position as a global leader in green employment.

The “Forecasting Green Jobs in Africa” report highlights a unique opportunity for Africa to tackle unemployment and climate change. With suitable investments and strategic policies, Africa can unlock its green economy potential by 2030.

President Cyril Ramaphosa has enacted the Climate Change Bill, aligning South Africa’s climate policies with global standards.

The Act aims to reduce greenhouse gas emissions, enhance climate resilience, and create new job opportunities while minimising job losses.

The Act improves coordination among national sectors and defines roles for provinces and municipalities.

President Cyril Ramaphosa has signed the Climate Change Bill into law, marking a significant step in South Africa’s national climate strategy. This legislation introduces a comprehensive framework that addresses both mitigation and adaptation efforts related to climate change. The new law is pivotal in aligning South Africa’s climate policies and strategies with global standards, particularly those outlined in the Paris Agreement.

The Presidency emphasises that the Climate Change Act aims to streamline South Africa’s climate policies, removing inconsistencies that could hinder the nation’s transition to a low-carbon and climate-resilient economy. By integrating these policies, the Act fosters a cohesive approach to climate action, ensuring that efforts to reduce greenhouse gas emissions and build climate resilience do not face obstacles from conflicting policies.

A central goal of the Act is to enhance South Africa’s capacity to decrease greenhouse gas emissions over time. The country plans to achieve this through regulatory measures, incentives, and strategic investments in green technologies. In addition to environmental benefits, the legislation addresses economic impacts by minimising the risk of job losses linked to climate change mitigation efforts while creating new employment opportunities in the growing green economy.

The Act stresses the importance of improved coordination among various national sectors. The legislation supports South Africa’s commitments under the Paris Agreement by fostering better alignment and collaboration among government departments. This international accord, ratified by over 190 countries, requires signatories to undertake significant measures to reduce greenhouse gas emissions and combat climate change.

Given the extensive impacts of climate change on multiple sectors, South Africa’s climate response is crucial. These impacts affect water resources, agriculture, forestry, human health, energy generation, industry, human settlements, disaster management, and biodiversity. The Presidency highlights that climate-induced challenges disproportionately affect poorer and more vulnerable communities. This reality underscores the need for a robust climate strategy that addresses environmental concerns and supports socio-economic development goals, including job creation and poverty alleviation.

The Climate Change Act establishes the Presidential Climate Commission, an essential body advising on the country’s climate strategy. This commission is crucial in ensuring that South Africa’s climate response is effective and equitable. Its mandate includes overseeing the implementation of the Act and guiding the transition towards a low-carbon, climate-resilient economy.

The Act also specifies the roles and responsibilities of provinces and municipalities in the climate mitigation process. By defining these roles, the legislation aims to enhance local involvement and ensure that climate strategies are implemented effectively at all levels of government.

Overall, the Climate Change Bill represents a significant advancement in South Africa’s approach to climate change. It provides a structured framework for addressing climate challenges while aligning with international commitments. The law integrates climate action into national policy, supports economic development, and builds resilience against the impacts of climate change.

Egypt aims to secure a $300 million loan from the AfDB through FY2023/24.

The programme aims to expand the area of state-owned lands dedicated to renewable energy investments to 30,000 square kilometres by 2025.

The African Development Bank (AfDB) has approved a $131 million loan to Egypt to bolster its efforts to stimulate the private sector and diversify its green development. This follows the COVID-19 pandemic and the ongoing conflict in Ukraine. A statement by AfDB states that the loan targets enhancing the business environment and fortifying competition frameworks. It also targets promoting key productive sectors such as manufacturing and agribusiness and facilitating the transition to a greener economy.

The bank expects the injection of funds to positively impact private investment, raising it from 3.3 per cent of GDP in FY2021/22 to 4.3 per cent in FY2024/25. Furthermore, the loan aims to increase the value of Egypt’s manufacturing sector, from 14.2 per cent of GDP in 2021 to a record 17 per cent by 2025.

One of the significant programme objectives is to expand the area of state-owned lands dedicated to renewable energy investments to 30,000 square kilometres by 2025. Egypt aims to secure $300 million from the AfDB through FY2023/24. This will help Egypt achieve its goal of securing $3 billion in financing by the end of 2023 to bridge an estimated $17 billion gap over the next four years.
