Vietnam Sets New Electricity Pricing Framework

  • Vietnam has set a new framework for average retail electricity prices, with rates ranging from VNĐ1,826.22 to VNĐ2,444.09 per kWh.

Vietnam has officially introduced a new pricing framework for retail electricity. Deputy Prime Minister Bùi Thanh Sơn announced the decision signed on March 31. The new framework sets the maximum electricity price at VNĐ2,444.09 per kWh (US$0.095) and the minimum price at VNĐ1,826.22 per kWh.

The pricing structure excludes value-added tax (VAT) to provide transparency for both consumers and suppliers. The decision, outlined in Decision No. 07/2025/QĐ-TTg, aligns with Electricity Law No. 61/2024/QH15 regulations. The framework applies to all organisations, agencies, and individuals involved in electricity activities and customers using electrical services.

The government designed the new pricing structure to reflect market conditions and production costs. Officials aim to maintain a fair and sustainable pricing mechanism that adapts to economic shifts. If significant changes occur in market dynamics or production expenses, the Ministry of Industry and Trade will reassess the prices and propose adjustments to the Prime Minister.

The previous electricity pricing decision, signed on February 3, 2023, will no longer be in effect. The new pricing structure officially replaces it starting from March 31, 2025. This transition reflects Vietnam’s ongoing efforts to improve electricity pricing mechanisms while considering supply chain costs, infrastructure investments, and consumer affordability.

Vietnam has continuously adjusted its energy policies to support economic growth and ensure energy security. The government aims to maintain a stable electricity market by setting a structured pricing system, preventing fluctuations, and encouraging sustainable energy investments.

The government has empowered the Ministry of Industry and Trade to monitor electricity pricing trends. If necessary, officials will adjust rates to ensure electricity remains accessible and affordable while keeping up with economic changes and production costs.

With the new framework, Vietnam expects a more transparent and predictable electricity market, which will benefit both energy producers and consumers in the long term.
