Wind Power Sector Rebounds with New Projects in Romania

  • Romania’s wind power sector is rebounding, with over EUR 1 billion in new projects, including KKR and Greenvolt’s 250 MW Ialomița wind farm.
  • These projects will add 3.2 GW of renewable capacity by 2026, diversifying the country’s energy mix and accelerating its energy transition.

Romania’s wind power sector is regaining momentum after years of stagnation. A wave of projects maturing or moving into construction and large-scale acquisitions signals renewed investor confidence.

According to the International Renewable Energy Agency (IRENA), Romania hosted nearly 3.1 gigawatts (GW) of wind capacity at the end of 2024, down from a 2014 peak of 3.24 GW. A fresh pipeline of developments and battery storage investments is rebalancing a renewable market long dominated by solar, and the surge in prosumers, who numbered 228,302 in May with 2.73 GW installed.

Meanwhile, Energy Minister Bogdan Ivan recently forecast that an additional 3.2 GW of solar and wind capacity would come online by 2026.

In Ialomița County, KKR, its subsidiary Greenvolt, and Renovatio plan to build a wind park exceeding 250 megawatts (MW) across three sites near Țăndărei, Gheorghe Lazăr, Grivița, and Ograda. The EUR 400 million project is due for completion in 2027. Greenvolt secured contracts for difference covering over half the capacity of its 246.4 MW Ialomița Nord wind farm in Romania’s first wind and solar auction.

HELLENiQ Renewables Romania, part of Greece’s HELLENiQ Energy, has acquired Ansthall Green Energy from OX2, gaining a ready-to-build 96 MW wind project in Scânteiesti, Galaţi County. Construction will begin immediately, with operations expected in 2027 under a 12-year virtual power purchase agreement with retailer Koninklijke Ahold Delhaize for over half the output. The company also agreed to acquire Helios and Wind Energy, owners of a 186 MW wind project in Vaslui County with an optional 186 MWh battery storage system, pending regulatory approval.

Furthermore, HELLENiQ expanded regionally by purchasing a 123 MW solar project in Bulgaria’s Haskovo region, which could integrate a 90 MW, 180 MWh storage facility. Greece plans two battery projects totalling 50 MW and 200 MWh after winning capacity in the country’s third storage auction.

In addition, Tulcea County’s 403.2 MW Dăeni wind farm received grid connection approval and an environmental permit. Developer Oxigen Delta is jointly owned by Turkey’s Sanko Enerji and Milana-Maria Ilie, daughter of former Romanian footballer Adrian Ilie. The EUR 800 million project is scheduled for completion by 2031.

Other developments include Eximprod’s first power deliveries from its latest wind farm in eastern Romania, financing for phase two of Rezolv’s Vifor wind project in Buzău County, Eurowind Energy’s Pecineaga park commissioning, PPC’s planned grid connection for its Deleni facility by year-end, and OX2’s construction of the Green Breeze wind farm for Nala Renewables.

The surge in activity marks Romania’s most significant wind sector revival in a decade, positioning the technology as a key pillar of the country’s energy transition.
