NERC Launches Mini-Grid Regulations 2026

The Nigerian Electricity Regulatory Commission (NERC) has issued the Mini-Grid Regulations 2026 (NERC-R-001-2026) to guide the development, operation, and regulation of mini-grid systems across Nigeria. The commission designed the framework to expand electricity access while strengthening safety, tariff fairness, and investor protection.

The regulations align with the Electricity Act 2023 and improve coordination among mini-grid developers, operators, distribution companies, and host communities. In addition, the framework applies to isolated mini-grids operating independently of distribution companies and interconnected mini-grids linked to existing networks. These systems cover capacities of up to 5MW and 10MW respectively.

NERC requires operators to register mini-grids below 100kW, while it mandates permits for systems above 100kW. The commission will process permits within 30 business days to improve efficiency and reduce delays in project rollout.

The regulations also introduce new reporting obligations based on system size. Operators managing mini-grids below 1MW will submit annual reports, while those above 1MW will submit quarterly reports. Furthermore, NERC will conduct ongoing monitoring and may publish industry data to improve transparency and accountability.

NERC said it designed the framework to provide clarity and encourage investment in Nigeria’s mini-grid sector. It added that the policy will accelerate rural electrification and increase private-sector participation in expanding electricity supply.

Through this reform, NERC strengthens regulatory oversight and supports sustainable energy development while improving access to reliable electricity across underserved communities in Nigeria.
